Suggest that when the specification editing team closes an issue and 
engages in conversations with the originators either:

    * Originators response be included.
    * Originator submit an email supporting the closure.

Having the context of the discussion between the closing party or spec 
editing team member and the originator could be valuable in evaluting 
any proposal.
