The User-defined Program Execution Server (UPES) is an MQSeries/JMS message interface defined by IBM WebSphere MQ Workflow (WMQWF, a.k.a. IBM MQSeries Workflow). This interface can be used by the WMQWF workflow engine to invoke programs. The receiving end is a user-written piece of code that has to understand the program invocation request message and return corresponding response messages (program finished or program error). BPEL does not mandate anything like this. The closest concept you may want to compare to this is SOAP over JMS, but there are still substantial differences.
