I recall we discussing this before and I would like to suggest that we 
keep the schema in the spec, with the change bars as we do now, so that 
people can see what has changed in the schema (along with the main 
spec). We could however add a disclaimer at the top of the section in 
the spec, with a normative(?) reference (URI) to the actual schema files 
until the schema goes final and gets incorporated back into the spec. I 
know it is more work for the editorial team but, I think it is worth it, 
as the TC should be able to review the schema changes as well.
