Issue - 64 - Proposal For Vote

I move that we close issue 64 with no change to the spec.

This issue is effectively a macro that makes process initiation a bit 
clearer at the cost of complicating our start activity mechanism's 
semantics. No one has done any public work on this issue in over a year.

On 9/15 I sent Ricky Ho, who opened the issue, mail asking what his 
opinion was on closing it. I never got a response so on 10/1 I sent 
Ricky another mail. It is 10/9 and I still haven't received a response.

At this point I can only assume that Ricky isn't going to respond and so 
I am forwarding my motion to the group.
