2 things here. 

1) regardless of how the committee votes on the substance, i think that 
the incorrectness of the language will further confusion.  i would 
recommend the following:

"The assign activity MUST be atomic, that is either all <copy> elements 
are performed, or none are. 
In addition, the assign activity is isolated, that is, the
assign activity MUST be executed as if, for the duration of its
execution, it was the only activity in the process being executed. The
mechanisms used to implement the previous requirements are implementation
dependent."

2) as i stated earlier, enforcing isolation for assign, while not 
enforcing it anywhere else is going to give process authors a false 
sense of security that everything is isolated.  additionally, this 
imposes implementation considerations on an engine that can adversely 
affect several areas - performance being the most obvious.  less obvious 
ones are dependent on the implementation methods used.
