[wsbpel] Issue - 99 - Updated Proposal For Vote

This is an updated proposal for issue 99. The proposal is based on the
conceptual resolution for issue 82.3 from Oct 5th and suggests the
following change to the resolution.

The following sentence to be added to section "Base Language Subset":
This profile allows any basic activity, except activity <reply> and
<exit>, to appear at the beginning of an abstract process.
