Summary of Feb 8 meeting: 
Discussion on candidate committee draft
wording resulted in several changes to wording in section 4 on abstract
processes as well as a couple other editorial fixes.  These will be
documented as action items for the spec editing team.  Alex and Rania
to decide offline on another possible change.   
82.1 - expect an updated proposal for
next meeting.  
207.1 - draft proposal sent shortly
before this meeting.  We will vote on it next week unless email discussion
indicates changes are required.  
218 - draft proposal provided for review/motion
to resolve at next meeting.
