Interesting. I noticed however though the word document itself has this
problem (check the one I just sent out). So, it seems it is not a
word->HTML conversion issue. The problem crept into the source at
word level itself. We probably need an editorial action to review and
fix these things.

Starting at section 14.1.1 (in the samples chapter), in the WSDL,
you'll see a lot of odd substitutions, like:
<message nam”e="shippingRequestM”sg">
<part nam”e="shipOrd”er" typ”e="ship:shipOrd”er"/>
</message>
There's a lot more after that; the corruptions really jump out at you.
I know it's too late for WS-BPEL, but if we used a stable format for
the specification document we wouldn't run into issues like this.

Hi Ron,
We seem to be having some word to HTML conversion issues. I did find a
couple of places where the formatting got messed up and fixed.
I am not sure where you are seeing these odd characters. Regenerating
would not help unfortunately as this is a word issue.
I am here with attaching the word version of the document, which I
believe can also be obtained from sourceforge from here: http://cvs.sourceforge.net/viewcvs.py/wsbpeltc/specifications/
Note that this is a version with editorial mark-up that you can disable
showing the mark-up, to get a clean view.
Hi Diane,
We seem to having issues with Editors using different versions of Word
with the addition of new folks to the editing team. '

Prasad,
The specification seems corrupted. A lot of odd characters seem to
have substituted themselves for the expected ones. Can you check the
original document, regenerate the HTML, and re-upload?
Thanks,
