Regarding Specification:WSBPEL 2.0
(p112-113 committee draft 23rd January 2006)
"The foreach activity is an iterator that will repeat
its contained scope activity exactly N+1 times
where N equals the <finalCounterValue> minus the <startCounterValue>."
and :
"If the startCounterValue is less than or equal to the finalCounterValue,
then no iteration will be performed."
It seems there is some kind of a contradiction.
