issue 203

As we were going through the spec, we
discovered that the resolution to 203 was applied incorrectly - on further
investigation it appears the resolution in the issues list is incorrect
(as compared to the email thread and minutes from the meeting where it
was closed on June 15, 2005).  We've corrected the spec - would you
please correct the issue list to reflect that option "c" of the
proposal from Yuzo was adopted.  It might be worthwhile to add a link
to the minutes:
