Proposal: Modify BEC definition to allow adding <import>, <partnerLinks>, <partnerLink>, <variables>, <variable> elements at the <process> level, as long as the declarations of any such newly added elements are NOT referenced by existing constructs in the AP (before opaque token replacement).
