I just stumbled over this action item 74 and cannot remember the discussion. Before the action item is applied, I would like to say that I don't understand the proposed sentence "The declaration (xref here) does NOT cover those XPath extension functions and XPath functions of other namespace must be always understood by WS-BPEL processor". In particular, it is not clear to me whether the namespace of non-BPEL XPath extension functions MUST be declared in the <bpel:extensions> element. Independent of the actual answer this is a discussion about a normative statement that should not just be subject of an action item.
