Actually the sentence is not incomplete; the text "Appendix B. Static
Analysis requirement summary (Non-Normative)" is a link to Appendix B.

If you change the link display text to "Appendix B" the original
sentence makes sense:

WS-BPEL takes it as a general principle that conformant implementations
MUST perform basic static analysis listed in Appendix B to detect and
reject process definitions that fail any of those static analysis
check[s].
