A few things:

When I view the XHTML source, I don't see any RDDL annotation at all? Did I miss something there?

If you look at http://docs.oasis-open.org/ws-rx/wsrm/200510/wsrm-1.1-rddl-cd-02.html
and its XHTML source, you can see RDDL annotation. (search for "xmlns:rddl"and "rddl:").

Besides RDDL annotation is missing, I guess we want to:

  • point to the XSD file, instead of the targetNamespace URI of the XSD.
  • using relative URI, instead of absolute one.

in a 404.   It is assumed that this issue will be resolved once OASIS moves

The Resource Directory Description Language (RDDL) describes a Resource
Directory which includes a package of information about a target. The
targets which RDDL was designed to describe are XML Namespaces.
 
RDDL is designed to allow both humans and software to find the resources
associated with a particular namespace. RDDL sits at the end of a
namespace, providing a list of all the machine-processible documents that
