Issue R28 - Resolution

As decided in the meeting today, R28
will be closed with no change to the spec with the following explanation.
 
The public review process is intended
for comments on the technical content of the specification.  The process
for IPR disclosures is different.  According to OASIS process, when
BPEL 2.0 started public review, a separate call for disclosure was sent
to TC members (see http://lists.oasis-open.org/archives/wsbpel/200609/msg00008.html
 ).   If and  when any updates are received they will be
posted to the IPR page for the TC:  http://www.oasis-open.org/committees/wsbpel/ipr.php.
 That is the source for any further information on this topic.
