Hi Martin,
 
  Special Majority votes, in practice, have always, until the recent past, been run via Kavi. Lately there have been numerous requests, mostly to try to "speed things up" on the part of the TC, to have the TC Administrator present on calls and run the ballots live. A request has been made to note this in the process itself, and in the interim Jamie and I agree that all special majority votes are to be run via electronic ballot to ensure a) accuracy of voting rosters, b) attaining sufficient attendance to garner the necessary 2/3 majority, c) sufficient time for the TC Administrator to verify that any/all requirements have been met, and d) no dependency on availability of TC Administrator.

The process allows special majority votes to be conducted in meetings if TC-admin is present.
Why is the electronic ballot restriction being made?

To Members of the Web Services Business Process Execution Language (WSBPEL) Technical Committee:
 
The recent ballot received one or more negative votes. According to Section 3.4 in the TC Process:
 
"...However, if negative votes amounting to less than 15 percent of the voting membership have been cast, the TC shall be notified of the negative votes, after which the TC shall have 30 days to take one of the following actions by Resolution of a Special Majority Vote: (a) request the TC Administrator to approve the specification as submitted despite the negative votes; (b) withdraw the submission entirely; or (c) submit an amended specification, in which case the amended submission shall be considered as if it were a new submission, except that information regarding previous votes and any disposition of comments received in previous votes shall accompany the amended submission."
 
The TC must now decide what action to take. All Special Majority votes will be conducted via an electronic ballot that will run for a period of 7 days; the chair should notify the TC Administrator of the TC's preference in writing including a link to the meeting minutes.
