[wsdm] [UPlat] uplat feature suggestions

Here are my proposals for some of the uplat features.  This is not a comprehensive list of proposals for all the features that we have identified.

• Correlatable Names
• use what we come up for the metadata solution to define the tag(s) required.
  

• Versioning
• use strings to describe some agreed upon standard format.
  

• Attributes
• wsdl support would be nice.
  
• Meta data
• really need a standard. But for now, a set of xml tags would do.
  
• Notification
• Igor's simplified event protocol + additional requirements that we've discussed (pull model, open event format, bulk support, support for  intermediary roles).  I think this is just short of ws-events.
  

• Relationships
• wsmf relationships
  

• Security
• ws-security seems to the industry wide standard here.
  

• Collection
• wsmf collection + ogsi serviceGroup + ogsi serviceGroupRegistration
• Negotiation
  
• ws-agreement (possibly)
