Web services are an integral part of the IT landscape, and, as such, are vital resources to many organizations. Web services may interact with other Web services and are used in business processes. Interacting Web services form a logical network which may span enterprise boundaries. Managing such logical network is critical for organizations that use Web services to automate and integrate various internal functions, and deal with partners and clients electronically. To manage the Web services network one needs to manage the components that form the network – the Web services endpoints. This part of WSDM specification addresses management of the Web services endpoints using Web services protocols.

The Management Of Web Services (MOWS) specification is based on the concepts and definitions expressed in the Management Using Web Services specification (MUWS) [MUWS]. It is recommended that the reader is aware of the MUWS specification contents.

Seems fine.  Since I just finished typing it, I'll offer that which I think I volunteered to...  Either one or a mix is fine by me.

The MUWS specification provides the motivation for resource management using Web services.  Web services are an integral part of the IT landscape, and, as such, are vital resources to many organizations. 
Thus, it is important to provide for their management within a managed environment, such as that provided by MUWS.  This specification provides this MUWS-based specialization for resources that are Web services.
