To satisfy my action item:
I'd like to add the following paragraph to the first paragraph of MUWS Section 4 to indicate when it is appropriate to extend existing capabilities:

Manageable resources will expose details of these manageability capabilities which define resource specific properties, operations and events. In this case, manageable resources specific manageability capability SHOULD extend the base manageability capability. Manageable resources may also provide new resource specific manageability capabilities. In this case the resource manageability capability is not required to extend existing capabilities that do not have the same semantics.

I'm willing to consider putting this in a different section if there is a more appropriate location.
