Good point.

How about we just remove the word 'OASIS' from the 'Policies' box?

I wasn't trying to be specific on who created the policies or even how they are defined at the moment, but more that there are actual Policies that are used across the platform, by the management domain as well as by the other domains. So, Security guys have some policies which do use policy attachments. We, WSDM, may eventually define some policies. I hope its not limited to capabilities matching. So, you are right, actual policies (and any relevant policy standards) may be developed in the appropriate standards domain for the work and is not limited to OASIS.

I have a bit of a problem with the figure in Section 1.2.  Policies are not being defined by OASIS - since something like WS-Policy is about attachments and could be used for capabilities and requirements.  As such, this could be a very simplistic "matching" policy - but is not policy in the way that it is used in the industry.  Policies are about data - making decisions or taking actions based on conditions. 
 
Is there another word that we could use in the bottom right-hand box?  Maybe "Capabilities and Requirements Matching" or something?
