A number of discussion on this have taken place in WS-A, WSRF and OGSA-WG. The net-net is that it does not impact WSRF since the WSRF TC has separated the "Resource Access Pattern" into a separate specification. There are a number of embodiments that are normatively described only one of which uses Reference Properties. Just to be clear the issue in WS-A was specifically about the "identify" semantic of Resource Properties. When the "identify" semantic is removed the WS-A WG deemed that Reference Properties and Reference Parameters could be combined/collapsed into one. The crux of the discussion revolves around the perspective that URIs are THE identifier for the World wide web.
