The MOWS metrics act says to "verify that metrics attributes are set
correctly according to the type of metrics as indicated in the WSDM MOWS
specification."

The relevant section of the MOWS spec is 5.2.3.2. The last paragraph of
this section says:

Note that if a metric property has a
<muws-xs2:TimeScope>SinceReset</muws-xs2:TimeScope>
metadata value, the muws-xs2:ResetAt attribute MUST be reported on the
property element and the muws-xs2:Duration attribute MUST NOT be
reported. If a metric property has a <muws
xs2:TimeScope>Interval</muws-xs2:TimeScope> metadata value, the
muws-xs2:ResetAt attribute MAY be reported on the property element and
the muws-xs2:Duration attribute MUST be reported.

For five out of six of the MUWS metrics are described as having a
TimeScope of _either_ SinceReset _or_ Interval. Being as there is no
standard way defined for retrieving metadata, there doesn't seem to be
any way for an interop client to determine the Timescope. I don't think
we want to require interop service impls to provide WS-RMD metadata.

To resolve this, I propose that we add the following to the MOWS metrics
act:

When validating that metric attributes are set correctly, assume that
the NumberOfRequests, NumberOfFailedRequests, and
NumberOfSuccessfulRequests metrics have a TimeScope metadata attribute
value of "SinceReset", and that the ServiceTime and MaxResponseTime
metrics have a TimeScope metadata attribute value of "Interval". This
essentially means the client will verify that:

 1) for the NumberOfRequests, NumberOfFailedRequests, and
NumberOfSuccessfulRequests metrics:
    ResetAt attribute IS set, and Duration attribute IS NOT set

and

 2) for the ServiceTime and MaxResponseTime metrics:
    Duration attribute IS set
