None of these documents have been approved by a standards body or even
submitted for standardization. This is considered bad practice by OASIS
and may soon be specifically prohibited by the TC process. It is
currently prohibited on other standards bodies that WS-Federation might
be submitted to, such as ITU-T.

Proposed Resolution:

Possible Resolutions include:

1. Downgrade references to non-normative if current usage permits.

2. Copy necessary portions of referenced specifications into
WS-Federation and eliminate need for normative reference.

3. Get the referenced documents standardized.
