This is considered bad practice by OASIS and may soon be specifically prohibited by the TC process. It is currently prohibited on other standards bodies that WS-Federation might be submitted to, such as ITU-T. Related issues: Issue 4 Proposed Resolution: Possible Resolutions include: 1. Downgrade references to non-normative if current usage permits. 2. Copy necessary portions of referenced specifications into WS-Federation and eliminate need for normative reference. 3.
