Regarding my AI to look at what specs have not been submitted to a standards body, the only two references I see in the spec that fit that criteria are Mex and RT.

1. I was mistaken. The OASIS Bod is NOT considering any new requirements
on Normative References in OASIS Standards.

2. ITU-T considers the following acceptable as normative references:

OASIS Standard

W3C Recommendation

IETF Draft Standard
