For consideration:
 
We have used many SHOULD or MUST.  If it always applies, SHALL is the
proper wording.  Given these assumptions, what other changes are
required?  Changed bold text from SHOULD to MUST.  The MAY involves
restrictions being minimized which meets your request to to keep
restrictions to the minimum.  I added a note that restrictions will be
type specific
 
Suggested revision:
 
Different Presentation Fragments MUST be capable of being combined in
   a single document. This MAY require specification of restrictions
   specific to various markup types or Presentation Fragments, but any
such
   specification of restrictions MUST be minimized.  Restrictions SHOULD
be type specific.  
   If a markup type (such as HTML) mandates uniqueness of tokens in a
single document, a page MUST be composed in
   a way that guarantees uniqueness. In particular, multiple
Presentation
   Fragments generated by the same Producer SHOULD be capable of being
combined.
