System Management issue proposed by Alan Weissberger

WS Notification TC should provide a concrete specification for system
management functions, using WSDM specifications. These functions include,
but are not limited to, a Query Mechanism.
The Query mechanism lets an administrative user query a
NotificationProducer or NotificationBroker. The query could provide
a) the set of subscriptions currently active for a given consumer
b) the set of subscriptions created at a given date or time
c) the set of subscriptions associated with a particular topic, or other
subscription property
