Issue verification for 2.25, 2.39 and 2.45

I've verified the implementation of WSN issues 2.25, 2.39 and 2.45 against
the 1.3i BaseNotification document.
I found no problems with 2.25 nor 2.45 and only a minor point (below)
regarding 2.39.

The updates made for 2.39 have clarified the difference in meaning between
Produce and Deliver (wrt WS-RM etc). 99% of BaseNotification has been
modified to use the term Produce when describing generation of
notifications by a NotificationProducer. There are 3 places where the word
"deliver" is still used;
line 581 (Filter/MessageContent)
line 1281 (Security)
line 1283 (Security)

I think line 581 should probably be changed to "produced" to be on the safe
side.
Lines 1281 and 1283 are less concerning, but I would prefer David H to
check to confirm this.
