During Jan/Feb 2005, this issue was discussed. See minutes of the meeting
for details. The resolution was to - To replace the text specifying
dependency on Topics with words that states that support of topics are not
mandatory but that they can be supported. However by supporting topics you
may see some benefits in certain scenarios, giving hints as to what these
advantages might be.
