RE: OASIS Member TC Participation Request

Correction: after my discussion with the board process committee this
morning, organizational permission from the primary contact is required
for all new TC members, whether the TC is running under the "new" or
"old" OASIS IP Policy. This makes it simpler for OASIS to run the
process.

Kevin is approved to join WS-RF.
