I am persuing this for wsrf. As an example, we might have a URL
http://docs.oasis-open.org/wsrf/wsrf-WS-ResourceProperties-1.2-draft that initially redirects to http://docs.oasis-open.org/wsrf/2004/06/wsrf-WS-ResourceProperties-1.2-draft-04.pdf but when we refresh the working draft to, say, http://docs.oasis-open.org/wsrf/2004/08/wsrf-WS-ResourceProperties-1.2-draft-09.pdf will redirect to that instead.

Quick question:
Do we want to have a "latest draft" URL of these specs that is independent of directory structure and ALWAYS points to the latest greatest?
