Issue: Content Rule Applies in Two Ways

The Content part of the MembershipContentRule applies in two way. It 
describes what information MUST be available for each service in the 
group. It also is used to restrict the Content element of the add 
operation. However, there is no reason why these two uses should be 
linked in any way.

Proposed Recommendation:

The Content element in the MembershipContentRule should only represent 
the content that is there in the service group and not be used to 
artificially restrict the content that can appear in the add operation. 
The line "This component MUST be an element that conforms to those 
MembershipContentRules that apply to the member within the 
ServiceGroup. This component represents input for the ServiceGroupEntry 
content element." Lines 453-455 should be removed. This leaves the add 
argument free to contain what ever is needed to allow the service to 
construct content that is consistent with the Content element of the 
MembershipContentRule.
