New Issue: BaseFaults does not allow open content

The schema for WS-BaseFaults does not include an xs:any and thus does
not allow additional elements to be included in faults. This means it is
not possible to write a generic fault handler that can do whatever is
necessary with the required elements and still accept and process faults
having additional elements.

I propose that an xs:any be added to the end of the BaseFaultType
complexType, and xs:anyAttribute be added as well.
