Subject: [wsrm] Notice of Membership in OASIS WSRM TC due March 11, 2003


This is a reminder from myself, as Chair of the new OASIS Web Services 
Reliable Messaging TC, to prospective TC members that they must send me 
a notice that they wish to be TC members, 15 days before the first 
meeting. Attached is the current list of people who have contacted me to 
join the TC.

The following is extracted from this call:
“
MEETINGS

The first meeting of the WS-RM TC will take place on Wednesday, 3/26, 
2003, from 14:30 to 16:30 PST, over the phone, at a number to be 
provided to prospective participants no later than 5 days before the 
meeting. That date and time will be the time of record for establishing 
initial voting membership under the OASIS TC process. After the initial 
teleconference meeting, the TC shall meet bi-weekly over the phone 
unless another schedule is agreed upon. For example, phone meetings will 
not be necessary during face to face meetings.

A face to face meeting of the TC in the San Francisco area of the U.S. 
shall be arranged at the first phone meeting, to take place no later 
than three months after this initial phone meeting. Subsequent face to 
face meetings will be quarterly.
“

This means the due date for your indicating that you want to be a member 
is March 11, 2003.  This will allow you to attain voting privileges at 
the first TC meeting.

I would like to point out that if you join after the first meeting there 
is a 60 day (or three meeting) wait to attain voting rights.
I look forward to working with you on this important specification for 
web service reliability.

The First TC Meeting
Before the meeting
Fifteen days before the first scheduled TC meeting is the cutoff for 
pre-registering as a TC member. The person must be eligible on the day 
that he notifies the chair of his intent to participate. Immediately 
after the 15 day deadline the TC chair should create a final list of all 
people who have asked to be a participant and review that list with 
OASIS staff so that staff can verify eligibility of these people, make 
sure that they are subscribed to the TC mail list, and remove any 
ineligible people from the list.
After this the mail list can be considered to have the correct list of 
subscribers and the agenda and meeting information can be sent out to 
the list. (Sending out this information after cleaning up the list will 
help prevent unregistered or ineligible people from attending the meeting.)
After the 15 day cutoff, any eligible person who requests participation 
should be added to the list of people who must wait the probationary 
three meetings or 60 days to become a TC member.
At the meeting
It is only at the first meeting that the TC is constituted. Before the 
first meeting there are no members of the TC, as attendance at the first 
meeting is a requirement of membership, so the TC cannot conduct any 
business and may not hold any discussions, though announcements to 
prospective TC members may be made on the TC's general list.

In order to become a member of the TC at the first meeting, the person 
must 1) be eligible, i.e. be en employee of an OASIS member organization 
or an Individual member of OASIS; 2) notify the chair 15 days before the 
first meeting of the person's intent to participate; and 3) attend the 
first meeting. If a person meets the first two requirements but fails to 
attend the first meeting then they must reapply for membership and wait 
a probationary period (see next paragraph).
To become a member after the first meeting, the person must 1) be 
eligible, i.e. be an employee of an OASIS member organization or an 
Individual member of OASIS; 2) notify the chair of the person's intent 
to participate; and 3) wait for 60 days or until the end of the third 
meeting, after which time the person will be a full, voting member of 
the TC. The person can participate during this probationary period to 
the level allowed by the chair, but cannot vote.
