Sorry, I meant to respond to this earlier.

Of course its ok to distribute urls to anything. It is quite another thing 
however, to actually use the information contained in these specs as part 
of the TC deliberations.

For that you'd have to read the licensing terms and we'd have to get a 
legal ruling. I've had our legal people looking into this and I haven't 
gotten a green light that it would be ok.

If we are interested in considering these ideas, and I for one would like 
to be able to do that, I think they are going to have to become a 
"contribution" to the TC.

Of course, the simplest way, and most desirable from my perspective, for 
this to happen, is for BEA to participate in the TC. I'd like to encourage 
them, once again, to do that.

Barring that, maybe we could ask them to formally "contribute" them, along 
with the IPR terms, so that the TC would be on firm grounds.
