from the 2/17 minutes we agreed resolutions to:

Rel 102 - update issues list and editor will incorporate into next draft

Rel 114 - close as accomodated by resolution to Rel108/115

 From the 2/24 minutes all agreed resolutons to  issues need to be 
incorporated in next editor's draft.  Note there are some editorial 
amendments included in the minutes.

Rel 116, merge message Header into Request Element - this was accepted, 
needs to be recored in issues list.
