Proposal to resolve Rel 77

Title: Meet Realization, R7.4 requirement
Description: The Specification must describe the semantics of Reliable 
Messaging processing parameters that affect both sides of the protocol.

At the last f2f meeting the following was recorded in the minutes:
"

Proposal: To eventually close as accommodated by WS-Reliability spec

Resolution: Leave open, and close after we consider adding state charts 
or state tables for sending and receiving reliable messages.

"

The state charts were used to verify the protocol.  However, they are 
not required to be put in the spec, since the current
behaviour is adequately specified for both sender and receiver RMPs.

I propose we close this issue with no changes to the specification.
