 I do. I want to be raised as an issue.

 I have sent many mails on this topic explaining why this is wrong and 
undesired and even
 briefly discussed this with Jacques.

 Also, this one is listed as Issue/Item 4(a) in Doug's summary mail at:

 So I assumed it was raised as an issue/item to be discussed..
