New rules for voting membership

Under the new rules, your voting rights are lost as soon as you miss two 
of three consecutive TC meetings.  The status changes for voting member 
to member.

I will send out warnings after missing one meeting, however I am not 
required to do so under the new rules.

A member becomes a voting member after attending three of four 
consecutive meetings.

As agreed at the F2F, the next meeting is May 17, from 5:30 - 6:30 PM 
Eastern Daylight Time.
