Sorry for the delay in getting this out.

Basically, I pulled in some of the topics from the white paper, grafted them
into the current spec TOC, and added a glossary and index.  I thought it
would be beneficial to fill out the overview section more, by including some
of the details from the white paper.  Hopefully this will flow nicely into
the Exemplary Scenarios section, and provide a little background as to why
they are exemplary.

We can discuss further at today's meeting.
