This issue raised the question of the
event arrays being per Producer vs per portlet. Initial discussion led
to a consensus that such a change would raise the complexity for the Producer
to process the array and be inconsistent with the other Markup portType
operations that are logically targeted at a portlet. Consensus was to add
text saying why this granularity was chosen. In thinking about this, I
would propose that the placement of the bulk of this text be the Primer,
though a mention of this granularity choice could also be made in section
6.1.13 (when defining the Event type, i.e. does not carry the target portlet
as that will be indicated by the operation parameters rather than the event).
