The issue is difficulty of detecting when an extension has changed or
has been deleted. Not impossible but difficult compared to the user
profile structures defined in the spec, but would argue for a protocol
for delats rather then having producers inspect XML trees.

Any element could include extensions, for that matter. But how does it 
matter for the question of deltas?
