The safest on cookies is to not use
them. Beyond that, reduce use where possible ... preferably just to that
returned from initCookie. Perhaps this should be in an interop section
of the Primer.

The spec already suggests using absolute
URLs for resources. Perhaps we should use the Primer to emphasize doing
direct links for static resources as opposed to always using proxied resources
as this will provide better performance for the End-User. On the other
hand, whenever a resource lies behind a firewall the safest thing is to
reference it as a proxied resource.

On resources and cookies: Meanwhile, for interop, it's
much safer to only set cookies on initCookie (or to at least call initCookie
when cookies are going to be set late) and/or to use unique URLs (URIs)
for simple Web resources (especially ones that don't need a re-write or
are binary).
