while travelling I was able to test a little bit against your latest
producer.
Here is what I found, however I had not so much  time to investigate to
extensivly:

1. when clicking the "test action" link on portlet
WSRP_Portlets:ExamplePortlet the portlet returns markup without setting the
locale.
Our parameter police complained about that :-)

2. when clicking the "test action" link on portlet
WSRP_Portlets:ExamplePortlet I receive a accessDenied fault saying that
state change on a POP is not allowed.
I wouldn't expect that on a getMarkup() call.
It's also difficult to handle because this implies that if a consumer
catches a "accessDenied" fault on a POP he has to try to clone first on not
to access the POP.
We tried this without a "cloneFirst-access" but tried to rely on the
cloneBeforeWrite behaviour on performBlockingInteraction.

[ak: You should only get the fault from performBlockingInteraction (not getmarkup) and only if you did not clone() or did not say cloneBeforeWrite. Send me a trace and I will have a look after my holiday.]

3. it seems that no locale is being set in MarkupContext when markup is
being returned in a blockingInteractionResponse in all Portlets
