I'm not sure I see why a container would have to use javascript to build the URL. Could you point out why a JSR 168 container or consumer would want/need to do this? If there's no use case, I would see this as an implementation choice/flaw of the Consumer/JSR 168 container which would need to be resolved through either changing the implementation or documentation to the customer disallowing them from using javascript.
