Setting wsrp-navigationalState parameter on blocking interaction URL

A blocking interaction URL is created that specifies a value for wsrp-navigationalState.  If the producer/portlet does not return a NavigationalContext or even a NavigationalContext.opaqueValue on the blocking interaction response, does the consumer maintain the opaque value for subsequent render(s) or is it consider not set/cleared?
