This meeting was held on the fifth Wednesday of the Month. It is normally scheduled weekly on Wednesdays at this time

Rich reported that he was calling in to discuss several issues involved with the charter for this subcommittee and to informs us of one issue, particularly relevant to this subcommittee, that will brought up in the upcoming face-to-face meeting May 12-14 in Grenoble, France.

That issue is for the TC to specifically authorize or request the enrollment of invited experts per the standard OASIS procedure for the express purpose of bringing in the expertise needed in the subcommittees. The idea for this is to enable the subcommittees to proceed into greater depth of detail in their work than the general-purpose members of the overall Techical Committee members usually bring to these tasks. This is especially significant because the first specification now under public review will be undergoing intensive development in the next few months and we stand to benefit greatly from the experience of these developers's experience in implementing the specification.

However, it was pointed out, while these experts will be de facto members through their employers, they would be constrained to attend the overall TC meetings in order to maintain their memberships in the subcommittees for which they are most suited. It was generally agreed, since we numbered at least two such individuals in this meeting, that this is an appropriate measure for this subcommittee to support.

Rex asked if Andre could be responsible for a breakout session for this SC, and Andre agreed.

We discussed some charter-specific issues, which are reflected in the revised document which is attached to this message. It was generally agreed that we will:

- remove Section 4.2 from item 1 of the charter because it is an introductory section and not appropriate for detailed consideration;
- hold off on specifying ASP, JSP and PHP as part of our scope, pending further discussions.

In the f2f breakout we will discuss these changes further (Note: this is what we should include in an agenda, if that is appropriate, Andre.):

- discuss better focus for SC in the issue of Markup Fragment Rules as opposed to Caching Rules for Fragments (i.e. voiceXML);
- explore the idea of Caching as its own SC since it will be attracting wider interest without concurrent interest in the remainder of the Markup SC Charter;
- ask for "Requests per Markup Language" from the corporate members to provide experts for the subcommittee;
- discuss the order in which the SC should tackle Markup Languages (i.e. work on HTML to WML first because they will be easier to do--although XHTML also needs to be worked on earlier rather than later).

We decided to meet again the Wednesday after the face-to-face meetings.
