Consumer conformance statement added:
This operation MUST be invoked if the Producer supports this operation and a
groupID is about to be used for the first time in the interaction between
the Consumer and the Producer on behalf of this End-User. Failure to do so
will often result in the entities not interacting with each other in the
expected manner
