Subject: Re: [wsrp-wsia] [I#129] double encoding of wsia:url
Considering it can be a full URL (query string included), how can the Consumer determine when the URL ends so that it can properly encode it? I think v0.8 has it right in that the Producer MUST do this double encoding. Shouldn't the added encoding be the Consumer's task?
