From what I heard of the KAVI training, once subcommittees are set up,
their chairs have the same priviledges relative to the subcommittee space
as the TC Chair as for the TC space.

Since I happen to know that. Yes. But the chair has to assign the
privileges/rights to the group leaders. As for incrementally adding
to a document, that would just be an edit to add reports, or simpy
replace the document of record.
