Old text: A schema declaration that implementations MAY choose to extend 
this structure provided those extensions come from a different namespace.

Proposed text: This field has a schema declaration that permits any 
elements from namespaces other the WSRP.

Reasoning: This is untestable as a conformance statement and the intent is 
to describe our structure extensibility.
